98-00 civics were only mounted with front swaybar which was 22mm.
If your ek civic is equipped with front swaybar, then any other bigger will fit as the pattern is the same and the only difference is in diameter.
As for the rear suspension, there isn't any swaybar installed. Still there are the holes on the wishbones to accept any kind of swaybar. This means that you can swap bigger aftermarket swaybars without having to change control arms or drill etc.
However here you have to consider something crucial. Stock ej9/ek2/ek3/ek4 rear subframe isn't so strong to accept swaybars bigger than those of Si, SiR VTi etc that is 12-13mm. The bigger the swaybar the more possible to tear apart the subframe. So beware.
To solve this issue you can purchase aftermarket bars (ASR, BEAKS etc). We will discuss this in another topic.

I'll soon post pictures of ej9 front lower control arms. They are the one piece style identical to ek3/ek4/ek9.

awesome post, very informative. One question for you guys, what tyre pressures do yo guys normally inflate too?? I tend to do 32 front 31 rear, but my car didnt come with a stamp saying what it should be on the door
Bearing in mind fuel economy handling and tyre life is affected by tyre pressure, what do you guys use?

2.1 bar with minimum weight, so 2 persons and some baggage.
2.3 bar with four passengers and baggage.
2.4 bar with a caravan or trailer etc.

it's a bit subjective this issue. Bearing in mind the manual i wouldn't go less than 32 and more than 35.
