Rear fog lights

the rear left fog light does not work for me... the rear right one does

I opened the panel from the boot to see what bulb i need to change it, and i found that its blocked off by a black circle on my left side... is it possible that my car only came with 1 fog light?

also, i noticed some water is seeping into the rear lights after some rain

well i love the fog lights, here when some ppl are coming on my back , and pretened they are brave i open the fog lights that are the same with the brake lights and the other think that i press the brake while i accelerate , something irrelevant but a good trick to take distance with bullies

No there is nothing wrong with your fog lights.
All the civics 96-00 has one fog light working the other is closed

i think mine are working both but i will check tomorrow

In NL we only got the left one working, right is blocked off here.
