Normal idle speed is just bellow 1000rpm when the engine is warm. Is the fast idle (when the engine is cold) speed high aswell or is it the same as standard ~2000rpm??

Having a high idle wont hurt your engine but it will unnecessarily waste fuel and be loud.

Any leaks (indeed PCV, EVAP etc.) are easily able to get you up to 1300 rpm.

I sometimes had a TB plate not closing of properly... one time it caused 3000 rpm! (Ok I have 70 mm TB which is overkill, but still). Check TB plate closing position as well, sometimes TB cable is just too short.
