When I start my civic, from cold it idle's at about 200-300rpm then once its warm it idles at about 950-1000rpm.

Is this a IACV problem or something else?

I've taken the IACV off and taken it apart (as best you can) and cleaned it with carb cleaner but its still the same

200 rpm is extremely low, you dont mean 2000-3000 do you?

Note that the lowest you can actually read is ~400rpm.

So I'm guessing you mean 2000 right?

It could be the IACV but since you have cleaned it already:

Did you use new TB and IM gaskets when you performed the swap? Are you confident the surface was clean and the gaskets fit properly?

The TB gasket is common cause for idle problems after performing a swap.

No I don't mean 2000-3000, I mean 200-300, it is idling very low

I haven't replaced the TB or IM gasket as I haven't taken them off.

I got similar problems due to 2 reasons. I got a very large plenum nowadays (plenum = large chamber of the IM) and my cams are pretty aggresive. You have a normal Honda IM and stock cams don't you? But still I have revs 700-1000 rpm on normal cold start. Only in very harsh conditions I have to feed the engine a bit with my right foot for the first 5-10 seconds.

If I understand correctly you have a D14 converted to OBD1? Did you remove the TB cold air valve entirely or something? What were the specifics of your setup? (I am a bit too lazy to look them up myself if you have posted them).

The D14A4 engine I have in my civic is completely stock, not any engine mods at all.

I've done abit of looking on the net and it seems that its more than likey a faulty IACV, but trying to find one at a reasonable price is hard.

Maybe the throttle body is dirty and the idle air is passing hardly inside the engine.
Give it a good clean up.
And then if this is not enough try to adjust the problem with the idle bolt that is on the throttle body

Faulty RACV you mean? Those are indeed common... have heard multiple times of RACV units needing simple replacements. I think I may have one lying around though... *checking* yup I do.
