D13, D14 and D15 are indeed the same block. if I remember correctly, the block code is P2A. the belt difference could be because of different tensioner size.

the reason i'm asking is that golden eagle makes sleeves for the d15 which should then theoretically fit the d13/d14 blocks without issue?

I am absolutely sure.
D15 sleeves will work for D13s and D14s without any problems.

the D16 block is 5 mm taller, though. so are the sleeves.

I am absolutely sure.
D15 sleeves will work for D13s and D14s without any problems.

i have also enquired with golden eagle about this. will wait for their response and post it here.
