You don't.
I think what Owen means is "What is the static compression right now?". You can only calculate it. Compression calculators are a good help (you can reach one from my homepage!). But you have to know how much was removed from the cylinder head.

He can measure the Compression of each cylinder just to see the condition of the engine. You need a special tool which you plug in the hole of the ignition cables and then you try to start the engine. You do it seperately for each cylinder.
